Owns workflow redesign, digitization strategy, Lean/Six Sigma efforts, and cross-functional integration—senior continuous improvement leadership.RESPONSIBILITIES AND DUTIES - Lead Technical Training and Development Process Engineer | Technical Training and Development Division (TTDV) Instructional Design Staff Augmentation [WMATA0012011] Lead process improvement and digital transformation initiatives; analyze current workflows; develop streamlined systems using Lean/Six Sigma principles; coordinate with IT and instructional teams for system integration Major Duties and Responsibilities:Lead End-to-End Process Redesign Initiatives: Direct the analysis, redesign, and digitization of complex, paper-based workflows, ensuring alignment with organizational goals, compliance standards, and user needs.Facilitate Cross-Functional Collaboration: Serve as the primary liaison between business units, IT, and executive stakeholders to ensure shared understanding, resolve barriers, and drive consensus on process improvements.Ensure Quality, Risk Mitigation, and Compliance: Identify process risks and inefficiencies, prioritize corrective actions, and ensure all redesigned workflows meet data governance, security, and accessibility requirements.Manage Project Timelines and Deliverables: Oversee project planning, resource allocation, and milestone tracking to ensure timely delivery of process maps, workflow designs, implementation plans, and training materials.The ProSidian Learning Innovation Design Consulting Team will leverage relevant professional achievements, relevant experience (with a preference for transit, organizational change and productivity experience), their professional qualifications, resumes, certifications, and relevant skills to deliver the following:Analyze training needs and performance gaps: The ProSidian Learning Innovation Design Consulting Team will be responsible for conducting comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.Design and develop NextGen learning materials: The ProSidian Learning Innovation Design Consulting Team will Create instructional content for multiple delivery formats—including instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.Evaluate training effectiveness: To ensure the effectiveness of training programs, The ProSidian Learning Innovation Design Consulting Team will develop and apply robust evaluation strategies based on established models such as Kirkpatrick’s Four Levels. Deliverables will include analyses of leaner behavior and user experience data.Provide subject matter expertise in instructional design methodologies: The ProSidian Learning Innovation Design Consulting Team will serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.Provide process engineering services: The ProSidian Learning Innovation Design Consulting Team will analyze, redesign, and digitize existing paper-based workflows.
